Letting them vote, like the rest of the country
Richard Codey is the ex-Governor and now Senate President of the fine state of Pennsylvania. His mission is to lower the average IQ of voters.
Then maybe the state can hire a few so there'll be more signs like this.
Rick discovered that "No idiot or insane person should enjoy the right of suffrage" in the state's constitution, and took affront to the notion that idiots were expressley forbidden to vote. Well, if there's one thing a politician doesn't like, its leaving a constituency alone to blow spit bubbles on election day.
Ostensibly, Rick says he has taken affront to the word "idiot"; says he wants to make the consitution politically correct. Then admits it bars certain people from voting, which is what its authors intended when it was written 150 years ago. Seems like they had more sense then.
