This $35 pocket purifier works by zapping the DNA of bacteria and the like with UV-C radiation. Works great under the right conditions.

However, bacteria located in cracks may not be affected.

This commonly sold design covers an area of 1 x 4 inches and takes 15 seconds to do its job.

How long do ya think it would take to sterilize that toilet seat they're talking about? Or the telephone? Would you be better off with a small sprayer containing a 50% solution of hydrogen peroxide?
